Burning issue of rubbish

SO councillors throughout the country have declared war on bins-users.
If everywhere hadn't been made smokeless zones, most of our rubbish would have been burned.
All this packaging isn't helping matters. It's up to brains of Britian to come up with a solution, but don't hold your breath.
